A countywide estimate is only a starting point. Rebuild the housing payment with the parcel's assessment, county and town taxes, special charges, insurance, flood coverage when required, association obligations, utilities, and realistic maintenance reserves.
Use the correct FY2027 county and municipal tax layers
Caroline County's adopted budget separates the unincorporated county rate from rates inside municipalities. The lower county rate inside a town reflects services provided by that town; it does not mean the municipal levy disappears. Confirm whether the legal parcel is inside the incorporated boundary rather than relying on its mailing address.
At a $300,000 assessment, the FY2027 county layer alone would be about $2,880 in an unincorporated area, $2,700 in Denton, $2,640 in Federalsburg, or $2,730 in Ridgely. Those examples exclude Maryland tax, town tax, credits, and parcel charges. Use the current bill and settlement estimate for the real transaction.
Separate purchase price from deed-tax calculations
The county publishes a 0.5% transfer tax and $5-per-$500 recordation tax. On $300,000 of taxable consideration, those county charges calculate to $1,500 and $3,000 before exemptions, debt adjustments, state charges, fees, or contractual allocation. Do not assume the buyer pays every charge; ask the title company to apply the deed, financing, first-time-buyer status, and contract.
Confirm public utilities or investigate the private systems
Municipal water and sewer are address-specific, and rural properties may use wells and septic systems. For public service, review the provider, meter, recent bills, unpaid balances, connection and impact charges, easements, and responsibility for the private lateral. For private systems, coordinate well-water testing, yield, septic records, approved capacity, tank and drain-field condition, and the replacement area with the inspection and financing deadlines.
Screen floodplain, Critical Area, drainage, and access
Caroline County requires floodplain review for development in the mapped 1% annual-chance floodplain and notes that some areas flood periodically. Inspect the structure, access route, crawlspace or basement, mechanical equipment, outbuildings, ditches, culverts, and prior water intrusion. Obtain property-specific homeowners and flood quotes instead of treating a map screenshot as an insurance quote.
The county's Critical Area program covers land near tidal waters and wetlands. Before assigning value to an addition, clearing, accessory structure, shoreline work, or future subdivision, confirm the overlay, buffers, permits, recorded restrictions, and professional approvals.
Evaluate acreage and future-use claims before financing
On farms and larger rural parcels, verify legal access, zoning, subdivision status, agricultural or conservation easements, forest restrictions, leases, outbuilding use, utilities, and whether excess acreage or business activity fits the chosen loan. An appraisal cannot safely rely on a future lot split or unapproved use.

Frequently asked questions
What are Caroline County's FY2027 property-tax rates?
The adopted FY2027 county budget lists $0.96 per $100 of assessed value in unincorporated areas. It lists county rates of $0.90 in Denton, $0.88 in Federalsburg, and $0.91 in Ridgely after municipal differentials. Municipal residents may also pay a town tax, so use the actual parcel and both budgets.
What county deed charges should a buyer budget?
Caroline County lists a 0.5% county transfer tax and a recordation tax of $5 per $500, or fraction of $500, of consideration. State transfer tax, recording fees, exemptions, debt, and the contract's allocation can change cash to close. Request a transaction-specific title estimate.
Why do floodplain and Critical Area checks both matter?
They are different overlays. County floodplain rules govern development in the 1% annual-chance floodplain. The Critical Area program covers land generally within 1,000 feet of tidal waters and wetlands, including areas along the Choptank River, Tuckahoe Creek, Marshyhope Creek, and tributaries. Either can affect improvements, insurance, or value assumptions.
Does every Caroline County home have public water and sewer?
No. Service depends on the address and municipality. Verify the provider, bills, connection status, private service lines, and capacity. For wells and septic systems, review permits, water quality, yield, approved bedroom capacity, maintenance, and the replacement area.
